Error when trying to debug Oracle DB Procedure

I get this error when trying to debug a procedure in Oracle DB:

DBTU-00001: Missing key: com/oracle/dbtools/server/dap/DapErrors/DBTU_04702_MESSAGE

I have done the same test in two different PC with Windows 11 and the result is the same.
