Trying to upload content receiving and error. We receive this error no matter what type of content we are uploading.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as Learning Administrator
2. Navigate to Administrator Dashboard
3. Select Create Offering Resource
4. Import content and receive the error
