Error when extracting sqldeveloper-2364-no-jre.zip

Hello,
I just downloaded sqldeveloper-2364-no-jre.zip, but when I try to open it with WinRAR I get

...\sqldeveloper-2364-no-jre.zip: Unerwartetes Archivende

meaning unexpected end of archive. If I try to extract a single file I get

...\sqldeveloper-2364-no-jre.zip: ZIP Archiv ist entweder mehrteilig oder zerstört

meaning archive is either multipart or corrupt.

I tried downloading with different browsers. Has anybody an idea what else I can do?
