Error trying to add connection

After fresh install of VS Code 1.91.1 I installed Oracle developer Tools (23.4.0) and am trying to connect to an oracle DB from the f1 command pallete using Oracle:connect.

Also, when I try to create a connection and test it within oracle explorer it errors out with: Details: ORA-28040: The database does not accept your client's authentication protocol; login denied. https://docs.oracle.com/error-help/db/ora-28040/.

I do have a TNSnames.ora file in there where it recommends
