Error starting vm guest on 2nd server via Manager

I have 2 servers in a pool -- one is set up as server pool master and utility server. Second machine is a virtual machine server only. Both machines have local drives. A third machine is set up as the Manager, and is not a VM host.

I can create VM's on the Manager, and run them fine on the master. However I cannot deploy the VM's on the 2nd server. The master is nfs exporting the /OVS and /opt directories, which the 2nd machine imports. Otherwise the error I get indicates the VM image is not found.

The error I get now is:

failed:<OVSException: no server selected to run vm('/OVS/running_pool/50_vm_appserver_02') memory=500> StackTrace: File "/opt/ovs-agent-2.2/OVSSiteVM.py", line 77, in start_vm raise e

I thought this might be a memory issue ( the server has 1G). The virtual server image is set to 500M. If I run the VM on the master, I can live migrate it using XM commands directly to machine #2 just fine, and the VM Manager shows it being relocated.

The template being used for testing is OVM_EL5U2_X86_PVM_4GB.tgz
