Error: Server oracle:6400 not found or server may be down (FWM 01003) null

Hi
I have installed crystal reports 2008 server in my windows 2003 server.I am running my oracle database.when i am giving the credentials for username and password in the CMC its showing
Error: Server oracle:6400 not found or server may be down (FWM 01003) null
Later i tried with Data Sourse Migration Wizard.There also i have given the credentials.But the error is

The system Oracle can be contacted,but there is no Central Management Server running at port 6400.

Plz help me...
