error running the install wizard for patch 10.1.2.3 (5983622)

Before running the setup for the patch, i stopped all Oracle services on my server and only started the Database service for the metadata repository, the TNSListener, and the infrastructure process manager. When the Universal Installer is running, I can get to the form where the Metadata Repository SYS password is entered. if I click Next to continue, a message box appears:

Certain files which need to be reinstalled by Oracle Universal Installer are being used by one or more applications.

Please close any running applications before continuing.

Click Help for more information
Click Retry to try again
Click Cancel to stop this installation

I have set all of the Oracle services to "manual" in the Admin console. Shutdown the server and turned it back on so that no Oracle is engaged. Then I started just the three services listed above. The message is still coming up.

The README that comes with the patch says I can do the upgrade of the infrastructure and middle-tier in any order. That if I update the Infrastructure the service for the database CONSOLE needs to stopped. Which it is.

I am running my iAS on the Windows Server 2003 Enterprise Edition OS. What is happening?
