Error Reading Oracle Universal Installer Inventory, no oraInstaller in java.library.path

We are attempting to upgrade our ODI from 11.1.1.3 to 11.1.1.6. When attempting to run the upgrade assistant we receive the error regarding the oracle universal installer and java.library.path. We are running on a Windows server and verified our environment variables for java home (\jdk1606_45) and path (jdk160_45\lib). Any help would be greatly appreciated.
