Error PRKC 1044- Failed to check ssh and rsh during CRS runinstaller

I am trying to setup Oracle 10g RAC on Red Hat EL 4 server and get this error:

Error PRKC 1044- failed to check remote command execution setup for
node rac1.localdomain.com using shells /usr/bin/ssh and /usr/bin/rsh
: Connection Refused

How can I fix this problem? I setup ssh authentication but do I need to do this again and what would the steps involved be? Thanks!

I then get the errors during CRS installation when I execute the runInstaller OUI for each node with invalid VIP errors even though I removed the VIP addresses from Linux /etc/hosts file already.
