Error Position: 0 Return: 12154 - ORA - 12154: TNS: could not resolve the connect identifier specifi

I have installed DPK 9.2 Image 19 for FSCM PeopleSoft.  I'm trying to connect to the instance from my workstation.  All ports are open between my workstation and the DPK VM.  I ran the SetipPTClient on my workstation, configured Config Manager.  I also downloaded the Oracle Client to my workstation.  Also created an environment variable to point to the Oracle Client folder.  Last step I copied the tnsnames.ora file from the VM to the folder that has the Oracle client folder.  Still not able to connect.

Any suggestions?  Could it be I have the wrong Oracle client version on my workstation and if so how do I determine what version the database is running at?  If not this what else should I check?
