ERROR: ORA-12516: TNS:listener could not find available handler with matching protocol stack

I use Oracle 11gR2 on win2008R2.

I had below error when I try to log on by SQLPLUS.

ERROR:

ORA-12516: TNS:listener could not find available handler with matching protocol

stack

I thought there are zombie processes.

What should I do first ?

Listener restart or Database restart ?
