ERROR: ORA-01033: ORACLE initialization or shutdown in progress

I have recently installed oracle Release 11.2.0.2.0
But when ever i try to connect it shows following message...Can u help me out...????

SQL> connect
Enter user-name: scott/tiger
ERROR:
ORA-01033: ORACLE initialization or shutdown in progress
Process ID: 0
Session ID: 0 Serial number: 0
