ERROR:ORA-01031: insufficient privileges

Hi,

When i execute this command, i receive the error as mentioned in subject line,

nic >SET autotrace traceonly explain

ERROR:ORA-01031: insufficient privileges

SP2-0611: Error enabling EXPLAIN report

Should i contact my DBA or run utxplan.sql scripts ?
