Error ORA-00257 when in No Archive mode

I am receiving the error message in Oracle 9i:
ORA-00257 archiver error. Connect internal only, until freed

The tips I have discovered indicate that this error occurs when there is no space for the system to archive its redo logs. However, when running "archive log list" the following output is received:

Database log mode No Archive Mode
Automatic archival Disabled
Archive destination /opt/oracle/OraHome1/dbs/arch
Oldest online log sequence 29879
Current log sequence 29881

I am unsure of how to proceed since all information I have been able to discover regarding this error assumes that the database in archive mode. Any ideas on what else I can look at here?
