Error on Debug: "Failed to create Oracle Web Determinations web site..."

Hi all,

Seeking help on this error, which appears when trying to "Debug with Screens". I checked that I have the latest version of Java installed, but I do seem to be missing the \bin\ folder. I'm not a Java wiz, so I need some guidance. Thanks!
