Error on apex.oracle.com apex 23.2 when doing publish after seed of application

Error during execution of wwv_flow_copy: WWV_FLOW_WORKSHEETS >> ORA-01400: cannot insert NULL into ("APEX_230200"."WWV_FLOW_WORKSHEET_PIVOT_SORT"."SORT_SEQ")

When doing seed/publish of application from english/Norewgian (guess language has no impact on this) at apex.oracle.com apex version Oracle APEX 23.2.0-17

Any idea how to be able to fix this ??
