ERROR- OCI.dll is either not designed to run on Windows

Not sure if this is the right forum. I am trying to run SQLPLUS as instantclient( from the cmd as a test) and I get error

C:\instantclient10_2\instantclient_12_1\OCI.dll is either not designed to

run on Windows or it contains an error. Try installing the program again

using the original installation media or contact your system administrator

or the software vendor for support

I added "C:\instantclient10_2\instantclient_12_1" to my PATH.

I added "C:\instantclient10_2\instantclient_12_1" to my SQLPATH.

I'm on Windows7. I did re-install it again.

Any suggestions?
