Error occurred while painting error page: ORA-06508: PL/SQL: could not find program unit being calle

After i use revoke execute on utl_http from APEX_040200; from sqlplus comment,i am not able to see Apex main page even, system shows

Error occurred while painting error page: ORA-06508: PL/SQL: could not find program unit being called, i have executed GRANT EXECUTE ON UTL_HTTP to APEX_040200

and commited, but still shows piainting error page.

Could you please help me to resolve the issue.
