Error - "Missing or invalid version of SQL library PSORA (200,0)"

I get this error when trying to log into PS 8.9 or 9.0 App Designer. Nothing in our setup has changed such as tnsnames, sqlnet.ora, etc

Does anyone know what causes this error?
