Error message Vendor Code 28030 "Unable to access LDAP directory service".

Hi, my sqldeveloper version is 17.3.1. and while trying to run a report I am getting error message: Vendor Code 28030 "Unable to access LDAP directory service". How to search for the cause and solve this issue? Is this because of my operating system Windows 10? Thanks
