Error message appears when loading APEX administrator

Dear colleagues

I'm trying to run APEX with Oracle XE DB for the first time, BUT I'm getting below mentioned attached errors.

Please note the following:

  • Data base used: Oracle Database 11g Express Edition Release 11.2.0.2.0 - 64bit Production
  • Apex version: apex_5.1.4_en (which builds user APEX_050100 on the DB)
  • Application server user: Oracle REST Data Services 17.4.1.353.06.48
  • All mentioned above installed on my laptop

when I run the following URL: http://localhost:8080/apex/apex_admin , user name Admin (default), I get the following attached errors and system is not working at all!! and no logins append!! can any expert help me for this issue in details please.
