Error java.sql.SQLException: ORA-01000: maximum open cursors exceeded

Hi. I installed Oracle 13c cloud control and add my primary and standby database there (both of them 11gR2 ). When I enter Storage>Tablespaces there is

"Error java.sql.SQLException: ORA-01000: maximum open cursors exceeded" . I increased open_cursors parameter to 5000 but the problem did't resolve.

There is not any this kind of error in standby database.
