error installing weblogic

hi am having this error when installing weblogic on window 10

C:\Users\username\Downloads\fmw_12.2.1.3.0_wls_Disk1_1of1>java -jar fmw_12.2.1.3.0_wls.jar

Launcher log file is C:\Users\username\AppData\Local\Temp\OraInstall2019-09-12_01-09-42PM\launcher2019-09-12_01-09-42PM.log.

Extracting the installer . . . . . . . . . . . . . . . . . . . . . . Done

This installer must be executed using a Java Development Kit (JDK)

but C:\Program Files\Java\jre1.8.0_221 is not a valid JDK Java Home.

The log is located here: C:\Users\Desmond\AppData\Local\Temp\OraInstall2019-09-12_01-09-42PM\launcher2019-09-12_01-09-42PM.log.

i have this java
