error installing jdeveloper 11.1.1.7.0

hi am installing jdeveloper 11.1.1.7.0 in my window 7 32 bit am geting this error

am installing it in this directory C:\oracle\Middleware in this directory i already install weblogic 10.3.6

i try to install the runtime in same directory but am still geting the above error, what could be the problem
