Error in HFM 11.2 fresh install : EPMHFM-66088:An error occurred while registering the application.

HI to all,

In my fresh Install on Windows , While I try to create a new application, I receive the following error: EPMHFM-66088:An error occurred while registering the application.

I use Oracle DB and all the services are using the same user.

An ideas?
