error FRM-91111 when using AR8MSWIN1256 charset in linux froms 10g

Hi
i want to design some forms with forms builder 10g (10.1.2.0.2) in redhat linux enterprise server 4 update 6 .
when i set NLS_LANG to an arabic value includes AR8MSWIN1256 at the end ( because my data in database is saved with this codepage), i get the error FRm-91111 and FRM-10039 when calling frmbld.sh.
if i unset NLS_LANG there is no error.
can anybody help me?
i installed both english and arabic during installation.
i tried both gnome and kde but the result was the same
