Error encountered while applying MLR 8 patch

Hi Ramesh/Prasanna,

While performing the post-MLR patch installation task, we encountered the following error:

SQL> @/export/home/b2basg/MLR8_onramp/cns_bug_7378745.sql

ORA-02298: cannot validate (B2B.TIP_WIREMESSAGE_RFK) - parent keys not found

Please can you provide your inputs as to why this issue is occurring?
