Error during rendering of region "APEX 5 Main Control Bar".

Hi helpers,

i have installed apex 19.1 and when i open page designer i get this error :

Error during rendering of region "APEX 5 Main Control Bar".

what i have done:

a) reset_image_prefix.sql

b) apxldimg.sql

c) restart ords

Nothing helps.

Any ideas ?
