Error During Oracle Database 11.2.0.4 for a Cluster

I am getting the below error while installing Oracle Database 11.2.0.4 in a clustered environment running on AIX 7.2.
[INS-35423] THE INSTALLER HAS DETECTED THAT ORACLE CLUSTERWARE IS NOT RUNNING ON LOCAL NODE.
The Cluster resources are up and running on all Nodes and CRS is set to true.

Someone please Help.
