Error displayed for non mandatory and blank column when loading Account Data.

I created custom fields and try to load data, but the problem is as we collect the data from the client few custom fields are blank which are not mandatory to fill, it give error when we try to load data.

field Name: Region

field type: Choice List

error: The value for column Region_c must be a value defined in the lookup type REGION.
