Error creating context index

We have downloaded and are testing with 11gr2 64bit on Windows 2008 r2. We are an ISV and do manual custom builds all of our databases. I have been able to successfully create a new DB and run through our normal build process, up until I try to create a text index. Our index build is as follows, logged in as ctxsys:

create index myuser.Textindex on myuser.mytable(mycolumn) indextype is ctxsys.context
parameters('storage CTXSYS.my_STORAGE_PREF lexer CTXSYS.myLEXER stoplist CTXSYS.EMPTY_STOPLIST section group CTXSYS.AUTO_SECTION_GROUP');

The error I am getting is:

ORA-29855: error occurred in the execution of ODCIINDEXCREATE routine
ORA-20000: Oracle Text error:
DRG-50857: oracle error in driutl.get_user_name
ORA-00942: table or view does not exist
ORA-06512: at "CTXSYS.DRUE", line 160
ORA-06512: at "CTXSYS.TEXTINDEXMETHODS", line 366

I have not changed anything from my 10 installation. I have not found anything in the docs that would lead me to believe I need to change something, although getting into docs today has been a pain. I followed the support doc "Manual installation, deinstallation and verification of Oracle Text 11gR2 [ID 970473.1]" to install Oracle text running ?/ctx/admin/catctx.sq as user sys and then ?/ctx/admin/defaults/drdefus.sql as ctxsys. I also grant execute on ctx_doc and ctx_ddl to myuser, again something we did for 10g. What have I missed?
