ERROR: Could not read any NLS message catalogue!

Good morning;

Trying to run 10gr2 installer on linux (Red Hat Enterprise Linux AS release 4 (Nahant Update 2) and we cannot get the installer to even start, we keep getting the NLS message catalogue error. Anyone run into this? If so how did you get around it.
