Error Connecting SQL Developer to DBaaS

I have followed all the steps given at Oracle Database Cloud Service (DBaaS) Quick Start

for connecting SQL Developer to a DBaaS instance, but getting following error -

Test Failed: IO Error: The Network Adapter could not establish the connection

I have used Oracle DB 12c while configuring DBaaS, and using Service Name in the SQL Developer connection details.

I have enabled these ports in Compute Console :

ora_p2_dblistener

ora_p2_dbexpress

ora_p2_http

ora_p2_ssh

ora_trusted_hosts_dblistener

Not even able to access Enterprise Manager Database Express 12c using this url - http://129.144.17.98:5500/em

I have checked accessing this url both from mobile data and company network.

Should I be able to ping or telnet the public IP for a successful connection?

Requesting experts for help.
