Error connecting remotely from Oracle 21c Express Edition Release 21.0.0.0.0 to Oracle 21c Express Edition Release 21.0.0.0.

When we try remotely connecting Oracle Version 21.3.0.0.0 to Oracle Version 21.3.0.0.0, we are getting following error

SQL> conn test1/test1@192.168.1.17/xepdb1;
ERROR:
ORA-12638: Credential retrieval failed

Any suggestions how we can resolve this?
