Error connectign to ODBC oracle 11 driver on server 2008 R2

Hi all,
I am using a 32bits application on windows server 2008 R2, I heve to connect to an oracle DB on an other server (win 2003 32 bits).
I heve created the ODBC driver from "C:\Windows\SysWOW64\odbcad32.exe" but I still getting this error "Specified driver could not be loaded due to system error 1114: A dynamic link library (DLL) initialization routine failed. (Oracle in 32bit_Oracle_OraClient11g_home1, C:\app\Oracle\BIN\SQORA32.DLL)".
Could you please help me resolve this ???
