Error code 2 OracleDbConsole service

Hello all...
I have a problem with our Oracle Server. Version of it is Oracle 11g Standard Edition.
I find out that Enterprise manager doesn't work. When I try to run service OracleDBConsole, I got message with error code 2.

Served has static IP address, which was configured before we install Oracle.
