Error code 1033

I have oracle 9i running on w2k now when I restart the server
the management service could not start and propmt error msg as following:

VdbSession.processError: errorCode >1033<
[main][2002-3-28:23:58:34:779] VdbSession.processError: errorMsg >ORA-01033: ORACLE initialization or shutdown in progress
<
[main][2002-3-28:23:58:34:779] VdbSession.processError: database connection error.

Please Help!!!
