Error App 4950, after upgrading 11XE (Windows) from the Apex 4.0 to 4.2.4

Hi all,

After upgrading a newly installed 11XE (Windows) from the preinstalled Apex (4.0) to 4.2.4

http://127.0.0.1:8080/apex/f?p=4950 no longer works.

It give me:

	Error	Error processing request.
		ORA-01403: no data found

I can hardly imagine that is intended by design - at least I hope so.

Is there a way to make it work again?
