Error API0262 and ORA-12844

Hello,
When I try to reconcile a table, OWB indicates an error:
API0262: Cannot places Write lock!

Then if I execute this mapping, the following error occurs:
ORA-12844: cluster reconfiguration in progress.
Would somebody have already to meet this type of problem?
