Error 998 - Could not load the setup or translator library

Hi there,

I've tried to set up an Oracle ODBC driver and I get this error:

The setup routines for the ORacle in OraDv10g_home1 ODBC driver could not be loaded due to system error code 998. Could not load the setup or translator library.

What can be done to rectify this?
