Error 4063 in dba_scheduler_job_run_details

A new scheduler job fails immediately when run. The error # in dba_scheduler_job_run_details is 4063. The additional_info column contains only the chain_log_id number. This job runs a chain. Another very similar job that runs a chain runs successfully. I cannot find any documentation on error# 4063.
Does anyone know what this error # means ?
