Error 403--Forbidden

Hi. Quite often when I attempt to logon to the WebLogic Enterprise Manager or Service Bus consoles, I will be greeted with the following error message.

Error 403--Forbidden

From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:10.4.4 403 Forbidden

The server understood the request, but is refusing to fulfill it. Authorization will not help and the request SHOULD NOT be repeated. If the request method was not HEAD and the server wishes to make public why the request has not been fulfilled, it SHOULD describe the reason for the refusal in the entity. This status code is commonly used when the server does not wish to reveal exactly why the request has been refused, or when no other response is applicable.

There does not appear to be any logic on when/why this error occurs. It can appears indifferent if I use AD authentication or if I the local WebLogic admin account. It can occur using IE, Firefox and/or Chrome. Sometimes I will get the message in IE, go to Chrome and I can login without any error messages. Other times I cannot login using any account or browser.

I am running Oracle SOA Suite 12.1.3 with all the latest patches on Windows 2008 R2.

NOTE: This error message never appears for the main WebLogic Administration console.
