Error 400 Bad Request when using APEX_WEB_SERVICE

Hi Team,

We are using custom program to invoke the API apex_web_service.make_rest_request for sending transaction to target system.

We are sending one transaction per second to target system. The first 96 transaction are getting passed successfully to target system and from 97th transaction the rejection is happening to all remaining transactions.

Attached the error message, Please advise
