Error 3706 - 'Provider cannot be found. It may not be properly installed.'

Hello there,
I am having problems connecting to an Oracle database. The DB is version 7.3.6. The client software installed is the 8i client and OLEDB provider 8.1.7.3. I am attempting to connect through a VB MTS application.

The returned error is number 3706 'Provider cannot be found. It may not be properly installed.'

Has anyone encountered and resolved this kind of problem before.
