Error 1723: Can not uninstall JRE update 1.6.9.21 from Windows 7

I can neither uninstall JRE update 1.6.9.21 nor install any other JRE version on a windows 7 PC. The short suggestion on the Java / Oracle website did not help much. ( See http://www.java.com/en/download/help/index.xml). It is suggested uninstalling the JRE. But the error comes when one tries to uninstall the JRE. Any help?
