"Error 1034 received logging on to the standby" after every switchover

Hi.

OS is OEL 7.3

DB is 11.2.0.4

I have a dataguard config (one primary and one physical standby) with a broker  that is working. But everytime I switchover, the new primary is started but not the new standby. I have this message:

DGMGRL> switchover to dbsprj

Performing switchover NOW, please wait...

Operation requires a connection to instance "dbsprj" on database "dbsprj"

Connecting to instance "dbsprj"...

Connected.

New primary database "dbsprj" is opening...

Operation requires startup of instance "dbsprj" on database "dbsprj_s"

Starting instance "dbsprj"...

Unable to connect to database

ORA-12514: TNS:listener does not currently know of service requested in connect descriptor

Failed.

Warning: You are no longer connected to ORACLE.

Please complete the following steps to finish switchover:

        start up and mount instance "dbsprj" of database "dbsprj_s"

In the primary alert log, I have this mesage:

Error 1034 received logging on to the standby

PING[ARC3]: Heartbeat failed to connect to standby 'dbsprj_s'. Error is 1034.

So I have to startup the new standby and everything goes fine again.

So I am trying to find Why the new primary cant connect to the new standby during the switchover, but no problem after I start the new standby manually.

I attached the tnsnames.ora that is common for both and listener.ora for each.
