Entity member -Cannot get dynamic calc and store to work

I currently have an Entity member (parent in hierarchy) set as store so I can budget at a high level in a target version.

In the working version, I cannot get the Entity member to calculate the children because dynamic calc is not set.

How can I get the calculated value for bottom up version and a store value for target version?
