Enterprise Manager Repository reconfigue

I had some problems previously with my EM configuration and was able to get it reconfigured and seemingly running (See 846517

Now it seems to be broken again.

Here is what I've done so far.

Tried to start up the OEM and the page could not be found.

executed: emctl status dbconsole
came back with answer that the process was not running.

executed: emctl stop dbconsole
result: dbconsole stopped successfully

executed: emctl start dbconsole
result: dbconsole started successfully

executed: emctl status dbconsole
result: dbconsole not running.

At this point I tried to reconfigure the repository

executed: emca -config dbcontrol db
result: Old repository was deleted and a new one built but the port number returned was 5500. This port did not work very well before so I tried to reconfigur again.

After several dbconsoe stop/starts and system reboots I am unable to do any reconfigures. Unfortunately, I cannot provide all of the details of what I have tried but nothing has worked at restoring the dbconsole.

Right now I am at the point at which the repository has been dropped all attempts to reconfigure now end with the following severe error:

'job_queue_processes' must be greater than or equal to 1. Fix the error(s) and run EM Configuration Assistant again in standalone mode.

When I check the log file everything seems to be running fine except for the above message, which appears twice in a row in the file.

Questions:
Is 'job_queue_processes' an OS paramater or Oracle paramater? How do I check/change its value?

What is meant by running EMCA in standalone mode and how do I do that?

Is there any other help/advice you can give, up to this point?
