Enterprise Manager Licensing

Hello,

so I have read the whole document "Oracle® Enterprise Manager Licensing Information 12c Release 1 (12.1) Part Number E24474-06" ( http://docs.oracle.com/cd/E24628_01/license.121/e24474.pdf ), and still I have no idea whether we can use Enterprise Manager Cloud Control in our environment without purchasing additional licenses.

In detail, we have several Oracle databases, some with Standard One, some Standard, some with Enterprise license, some EE databases have also additional options and packs, others have no options or packs licensed. The Cloud Control would be a single instance installation without any advanced options or packs.

Among others, I have read the following things in the documentaion:

- Enterprise Manager includes a restricted-use license of the Oracle Database for use as the Oracle Management Repository only.
- For each target listed, you can enable or disable the management packs associated with the target.
and
- The base installation of Enterprise Manager Cloud Control 12c includes several features free of charge with the purchase of any Oracle software license or Support contract.

My questions now are:

1. From what I understand is, when I own any Oracle software license, I have also a license to install and use Oracle® Enterprise Manager Cloud Control, and I can use this installation to administer all targets in reach, as long as the target I manage has an appropriate license, regardless who is the license owner of the target (we don't own the license of some targets)?

2. I an earlier release documentation I have read that I can use an Oracle Database as the Enterprise Manager repository and RMAN catalog, but I cannot find it anymore in the current documention, is this still valid that the license for EM repo and RMAN catalog is free of charge?

3. I plan to use EM and to not buy a license, so where can I find some valid comprehensive information, without asking someone who is specialised on selling licenses? Why isn't it covered in depth in the actual documentation?
