Oracle Database Discussions

Hello,
I am currently trying to restrict access to my database through listing the hostnames on the SQLnet.ora file. I modified the sqlnet.ora by including all the hostnames that needs to connect to the databases. This includes the local hostname, app server name and all the clients that requires database access directly. If I don't include the client hostnames, TOAD is not working. So I have to put all the hostnames in order to work.

My issue is, the enterprise manager console is not working if I add the hostnames to the sqlnet.ora file. If I remove the hostnames everything works great. What could be the problem that is causing is this issue?
